Meanwhile, the VAC in Cebu has re-opened on Sept. 21, 2020 with the following limited services:

  • Biometrics collection for those with Biometrics Instruction Letters (BIL). Those who cannot give their biometrics within the timeframe stated in their letters because of the VAC closure do not need a new BIL.

  • Passport submission services will be done through courier services, similar to what is being done in the VAC in Manila.

The resumption of services in the Philippppine VAC comes after Immigration, Refugees, and Citizenship Canada announced the gradual re-opening of its in-person services on Sept. 21, 2020 which will be by appointment-only.

IRCC is set to resume limited citizenship services in Vancouver Expo and will make appointments through e-mail. IRCC said it will resume its asylum services in Vancouver (Hornby), Montreal and Etobicoke if the pilot project goes well.
